Subject:Pre-rental Inspections

Message:This is a new concept for me and I have been asked to find out as much as I can about Pre-rental Inspections and how to go about conducting this type of inspections. I was specifically asked if we could place certain Landlord/Property Owners on a sort of "probation"and require these individuals to allow us to conduct these inspections prior to an actual rental. In my mind there are legal and political issues involved. What if the landlord/owner is an elected official? Where does the line get drawn between the landlord's right to conduct his affairs free of intervention from local government and our interest to insure that properties are fit for occupancy? I simply have no idea. If this is a trend in certain jurisdictions who might I contact to ascertain the "dos and don'ts"? In this jurisdiction I suspect a lot of wailing and gnashing of teeth to occur if we decide to implement this approach. Please advise if you have knowledge on this issue?
